Referring to C.3.0.134,
34/1900, I have
the honour to report that I am now of opinion that it
will be better to engage a special Officer to carry out
the New Kowloon Water Supply Scheme. It will be seen by
reference to the above file that in consultation with
the Honourable Mr. May, we anticipated that Mr. Boulton
would be available for this work, but since then has
come the transfer from the Department of Mr. R. F. Drury
while it is plain the whole of Mr. Boulton's time will
be required in connection with the proposed scheme for
reclamation East of Arsenal Street.

The engagement of an Officer for the
Kowloon Works, if it is decided to get such a man from
England, should be left to Mr. 0. Chadwick, who would
no doubt see that a thoroughly experienced and capable
Engineer was selected for the post. The appointment
should be a purely temporary one, to continue until the
proposed works are completed and handed over to the
